Technoedif Engenharia SA is the Portugal leader in Engineering, Procurement and Construction services to the Industry and Energy Fields. In order to further develop these objectives, Technoedif Engenharia is recruiting Oil & Gas project HSE Manager. Job Description: We are currently seeking a HSE Manager, to join a EPCm team based in Sines, to be permanently assigned to our project of green transition, reporting to Site Manager. The HSE Manager is a key leadership Position responsible for overseeing the Quality, Health, Safety and Environment aspects of the Project. The candidate will ensure that the project is executed with the highest standards of safety, quality, and environmental compliance, while driving continuous improvement initiatives to enhance project efficiency and minimize risks. Key responsabilites: • Ensures compliance with Portuguese Laws and regulations and Owner HSE requirements as well as Site HSE Management System. • Chairs the Contractor HSE meetings and reviews the daily HSE compliance. • Leads the HSE meetings, HSE moment of the progress meetings with CONSTRUCTION Subcontractors and all Parties. • Is a member of the site HSE Steering Committee • Leads the HSE Professionals’ Site Team. • Actively promotes coordination with the Owner aiming to control the risks caused by activities undertaken at the Interface Points. • Checks compliance of equipment to technical requirements and regulations • Issues the site HSE activities report • Promotes everybody's best efforts to keep accident frequency and severity ratios at their lowest level. • Promotes a proper and continuous housekeeping of plant and temporary facilities in order to create the most suitable conditions for workers to work and to be encouraged to follow HSE requirements. • Promotes a Waste Management Plan including Construction Wastes and Packing Wastes. • Promotes Fire prevention and Fire-fighting preparedness • Promotes the control of hazardous materials according with Material Safety Data Sheets • Conducts worksite HSE walks around with the CONSTRUCTION Subcontractors and all Parties and directs appropriate corrective actions. • Performs all other miscellaneous work relating to traffic control, fire prevention, environmental protection and sanitary matters • Acts, if required, as a member of Owner ’s HSE Committee. • Monitors that all factors improving health and safety are taken into consideration • Investigate to identify the root causes of all incident and near misses. • Responsible for the implementation of the Site internal regulations defined by the Site Manager, proposes discipline measures when necessary. • Implements the Site HSE Plan • Organizes safety awareness campaigns • Promotes communication on all HSE matters (awards, incentives, meeting/inspections/audits reports) • Ensure proper application of Site Safe Execution of Work (SEW) Process (basically Method Statement, Job Hazard Analysis, Tool Box Meetings and Permit to Work when required) Job Requirements and Qualifications: • Bachelor’s degree in engineering or M. SC Degree • Qualification as “Técnico Superior de Higiene, Saúde e Segurança no Trabalho”, Cap. VI • Minimum five years of experience in Oil & Gas/green energy Industry, EPCm type contract. • Must possess at least one of the following internationally recognized HSE qualification by a reputable professional association: NEBOSH, iDipOSH, iDipNEBOSH, iEnvDipNEBOSH, iCertOSH, iDipNEBOSH, CSP, ASP, CRSP, CMIOSH, GSP, CEP,CIH,QEP,CSM, Advanced Diploma in Industrial safety (ADIS) or equivalent. • Must possess at least one of the following HSE certifications (Certified courses) in General Industrial Safety, Construction Safety, Environmental Management, Industrial Hygiene, ISO 14001/ OHSAS 18001 Lead Auditor, NEBOSH, ASSE Certification in global Safety Management or Equivalent courses. • Must be experienced in managing HSE site team. • Excellent written and verbal communications skills and proven track record of successful project management. • Excellent command of written and spoken English. • Up-to-date knowledge of all issues relating to Safety, Health, and the Environment. • Ability to prioritize, coordinate and complete tasks to meet deadlines. • Ability to work effectively both independently and in a team environment.
