Descrição da Função

BE AN EUROPEAN CITIZEN OR HAVE A PORTUGUESE CITIZENSHIP CARD IS MANDATORY READ, WRITE AND SPEAK ENGLISH IS MANDATORY Job Description: He is responsible for the implementation and management of Planning, Progress Measurement and Reporting System. Support the decision process of Project Management aiming to complete the Project in accordance with the Project Baseline and Budget. Ensure that any deviation from the plan is prompt identified and analyzed, completion dates and estimation at completion properly estimated, and the effect of corrective actions monitored. Create an atmosphere of program / cost awareness among all project participants. Depends on the Project Control Manager (PJM) and works in synergy with Quantity Surveyor (QTS), Engineering, Procurement and Construction teams. Duties and Responsibilities: - Support the Project Control Manager (PJM) in the definition of the Work and Cost Breakdown Structure (WBS). - Support the Project Control Manager (PJM) in the definition of Project Control Plan, Planning and Scheduling Procedure, Progress Measurement Procedure and Reporting Procedure. - Define the Project Baseline, including Program, Schedule basis and narrative, Critical Path Analysis and Progress Monitoring Curves and Histograms. - Manage all Programs updating, evaluating project completion times and delays, effectively monitoring progress and productivity compared to the Baseline Schedule. - Analysis and reports of productivity and efficiencies with support of Quantity Surveyor (QTS). - Prepare Daily, Weekly and Monthly Reports. - Carry out Time Impact Analysis and participate in change and claim process and possible Extension of Time. - Manage the cost control activities, collection of cost data and maintenance of relevant data files. - Manage the project Cost Control Report and other cost related documents (such as Committed analysis, Accruals estimate, Monthly Production estimate, Resources and Equipment plan, Cash Flow Curve) in accordance with project controls department guidelines. - Prepare and update the Project Review Report. - Prepare and update the half-yearly budget template for its projects. - Ensure that budget and schedule changes are input to the control systems on a timely basis and that trends and predictions reflect the project scope and trend. - Participate in change controls process, estimates for change notices, and incorporates of the changes into the project cost reports. - Assist as required in analysis and assessment of cost trends. Provide consultation in resolution of problems or question relating to project cost to management. - Prepare and update the Monthly Payment Certificate versus the Client, the invoicing status report and “Work in Progress” analysis. Duties and Responsibilities Details: - Define the Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) in accordance with corporate guidelines, project scope and contractual requirements. - Support the Project Control Manager (PJM) in the definition of Project Control Plan, Planning and Scheduling Procedure, Progress Measurement Procedure and Reporting Procedure - Responsible for Project Baseline preparation, Schedule Basis narrative preparation including Critical Path Analysis, Progress S-Curves and Histograms. - Responsible for set up of the Progress Measurement System for all applicable Project Phases (Engineering, Procurement, Construction and Commissioning). - Monitor and control Project Schedule and Progress, provide current status update and analysis to relevant stakeholders (i.e., Project Management and Client). - Prepare Daily, Weekly and Monthly Reports including all supporting documentation in accordance with corporate guidelines, Project Scope of Work and Contract requirements. - Prepare quantity, productivity and efficiency analysis with the support of Quantity Surveyor. - Participate in change and claim process or possible Extension of Time and incorporates of the changes into the schedule and budget. - In accordance with corporate guidelines and specific contract requirements, perform the schedule qualitative and risk analysis of the program using the appropriate software and prepare relevant reports. - Starting from the Commercial Budget, prepare the first Operating Budget in accordance with the CBS. - Responsible for collection of cost data (actual and committed cost) and maintenance of relevant data files. - Responsible for Cost Control Report preparation and updating, including the actual, committed costs, Earned Value and Estimation at Completion, ensuring that budget and schedule changes are input to the control systems on a timely basis and that trends and predictions reflect the project scope and trend. - Participate to the estimation of monthly Accruals which it shares with the AFC Function for posting in the accounting system in accordance with the deadlines. - Prepare the estimation of monthly Production which it shares with the AFC Function for posting in the accounting system in accordance with the deadlines. - Prepare and update the Cash Flow Curve. - Prepare and update the Project Review Report. - Prepare and update the half-yearly budget template for its projects. - Prepare and update the Monthly Payment Certificate versus the Client, the invoicing status report and “Work in Progress” analysis. - Participate in the review of the payment certificates of suppliers and subcontractors and support the Project Manager (PMN) in the invoice approval process in accordance with the terms and provisions of the various Purchase Orders or Subcontracts. - Participate in the Risk Management process and Risk impact estimation. - Participate in Project Close Out Report preparation. Work Experience Requirements: - Practical experience with consolidate knowledge of both theoretical and practical aspects of project control and accurate competences of project management techniques and tools (i.e., project planning and control, risk management, contract management, etc.). Soft Skills and Competencies: - Principles of project planning activities (WBS, baseline, current forecast, critical path, early, late, ecc.). Standard planning techniques and methodology necessary to build up a critical path network, adapting them to the context of the Projects. - Monitor and control Project Schedule and Progress, provide current status update to relevant stakeholders. - Analyze and calculate the Critical Path. Identify schedule and progress issues and propose mitigations in coordination with project management team. - Knowledge of Progress Measurement methods for each Project Phase (Engineering, Procurement, Construction and Commissioning). - Knowledge of Project analysis and reporting techniques, and ability to provide comprehensive analysis of variances vs planned references, and to alert project team of any deviation trend detected. - Knowledge of Cost control techniques: - WBS, Cost Breakdown Structure. - Cost control system for medium/complex projects. - Techniques for measuring performance and progress of economic data. - Cost control techniques to analyses and control activity/project revenues and costs and monitor progress and value of work done. - Cost estimating activities and procedures (direct and indirect personnel, materials and services costs). - Knowledge of monitoring methodologies for manhours, material and construction quantities, in order to control the project progress and related costs and to evaluate the activities efficiency and KPI. - Knowledge of Contractual aspects and procedures in subcontracted activities. Cost and quantity monitoring activities as per contractual terms and conditions for Subcontract. - Knowledge of Contractual aspects and procedures for medium/complex Projects. Knowledge of change control process estimates for change, and implementation of the changes into the project control systems and reports. - Awareness and Knowledge of Risk management techniques. Risk evaluation, quality and quantity analysis and assessment in order to evaluate potential impacts on Project Costs and Schedule. - Good communication (verbal and written) and interpersonal skills. - Precision and accuracy, detail oriented and methodical. - Planning and organizing ability. - Adaptability and stress tolerance. - Collaboration and teamwork. Education Requirements: - Diploma, Bachelor's or Master's degree in Engineering. Certifications: - Not required (Project Management Professional (PMP) or IPMA - International Project Management Certifications are considered a Plus). Work Conditions : - Home Office or on Site (if required). Other Specific Requirements : - Professional English - Computer literate with experience in using Microsoft Outlook, Excel and Word Applications. - Knowledge and mastery of Planning Tools (Primavera P6, MS Project). - Knowledge and mastery of Company Tools (ERP, Document Management System, Construction Management System, Project Control Standards, etc.).
